The SLO is the Netherlands Institute for Curriculum Development. SLO is located in Enschede, in the eastern part of The Netherlands, and has over 200 professionals.

SLO, serving as a national expertise centre, provides independent and professional advice and support for curriculum development in primary, secondary, and vocational education. Its curriculum projects usually involve many partners. e.g. the Ministry of Education, other specific expertise centres, schools, teacher colleges, publishers, universities and many others throughout the country. The range of work spans all subject domains as well as various cross-curricular issues.

We understand curriculum as a plan for learning, represented in many ways, from policy documents to classroom materials. As part of its mandate, SLO also conducts and co-operates in curriculum research. Our broad research areas also have an international perspective, and include: 

  • schools and curriculum development
  • the role of teachers in curriculum development
  • dealing with diversity in education
  • learning resources and the use of ICT in education
  • principles for development of core curricula
  • strategies for curriculum design
  • strategies and methodology for curriculum design research.


The SLO curriculum perspective is not restricted to the Netherlands, but also looks and reaches beyond. We study educational and curriculum developments in other countries in order to keep track of trends and state of the art knowledge. In these efforts, we also co-operate with international institutions and networks similar to SLO.
We also offer expertise to international partners to collaborate in curriculum development and to support capacity building in this domain.
